The Future of Consumer Law in the Circular Economy: Rethinking Regulation, Sustainable Consumption and Production

COST Action CA22124 – EU Circular Economy Network for All: Consumer Protection through Reducing, Reusing, Repairing (ECO4ALL) invites researchers, practitioners, policymakers, businesses, consumer organisations, public authorities and young researchers to take part in its Final International Conference.

The circular transition is changing the role of the consumer. Choices on durability, repair, reuse and responsible consumption increasingly shape markets, business strategies and public policy. At the same time, the new EU rules on sustainable products, the right to repair and consumer empowerment for the green transition call for coherent legal, economic and educational responses, both in the European Union and in candidate and neighbouring countries.

As the closing event of the Action, the conference will bring together the knowledge, evidence and good practices developed through four years of interdisciplinary and cross-country cooperation. Moving beyond the identification of challenges, it will focus on what works, how successful practices can be transferred and scaled up, and how research can be translated into effective policy and practice. Hosting the conference in Chișinău highlights the comparative EU and non-EU dimension of ECO4ALL and the experience of candidate countries in aligning national law and practice with the EU acquis.

Conference sections

I. Consumer Law and Regulation in the Circular Economy: right to repair, durability and legal guarantees, green claims and greenwashing, ecodesign, enforcement, and implementation of EU consumer law in Member States and candidate countries.

II. Consumer Education, Information and Empowerment in the Circular Economy Transition: consumer awareness and behavioural change, labelling and environmental information, education for sustainable consumption, and vulnerable consumers.

III. Economics of the Circular Transition: Business Models, Sustainable Production and Consumption : circular business models, repair and reuse markets, SMEs, economic and fiscal instruments, and law and economics perspectives.

IV. Governance, Policy Pathways and Stakeholder Engagement: multi-level governance, green public procurement, stakeholder participation, comparative experiences and transferable good practices.

Interdisciplinary, comparative and empirical contributions are particularly welcome. Young researchers and authors from Inclusiveness Target Countries are strongly encouraged to apply.

Submission and participation

Papers must be co-authored by at least two authors from two different countries, and at least two of the co-authors must be ECO4ALL members. In-person participation requires a full paper. Online participation is possible on the basis of an abstract.

Publication

All full papers undergo double-blind peer review by two independent reviewers. Depending on the reviewers’ assessment, accepted papers may be published in the Sustainable Development, Culture, Tradition Journal: https://sdct-journal.com/ or in a Book Chapter in a Scopus-indexed Book of River Publishers: https://www.riverpublishers.com/. All publications must follow the official template and include the COST acknowledgement.

10 January 2027: Notification of peer-review results

01 February 2027: Submission of revised papers

Participation is free of charge. Eligible participants may receive financial support in line with COST rules, after an official invitation through e-COST. For co-authored papers, only one author per accepted paper is eligible for reimbursement.
